This is not a traditional classroom course.
Over two immersive days at the California Museum in Sacramento, police executives will step outside the hotel ballroom and into California’s history to explore how the events, policies, communities, and experiences of our past continue to shape policing today.
The California Museum provides a powerful setting for this conversation. Participants will move through exhibits and historical experiences that tell the stories of California’s diverse communities, including Indigenous Californians, immigration and migration, civil rights, the California Constitution, Japanese American incarceration, and other defining chapters in our state’s history.
Rather than simply hearing about these issues in a classroom, participants will experience the Museum together, examine history from perspectives they may not have encountered before, and then bring those experiences back into facilitated conversations about modern policing and executive leadership.
The goal is not to relitigate the past. It is to better understand the environment police executives are leading in today.
Why do different communities experience and perceive law enforcement differently? Where does distrust come from? How does history continue to influence public expectations of police? And, most importantly, what can today’s police executives do with that understanding?
Through museum-based learning, case studies, candid discussion, and practical application, participants will examine how historical context can inform executive decision-making, constitutional policing, communication, community engagement, and organizational leadership.
Participants will leave with a broader understanding of the communities they serve and practical strategies for strengthening legitimacy, navigating difficult community conversations, building meaningful partnerships, and making leadership decisions that increase public confidence.
This course is about understanding where we have been, recognizing how that history still shows up today, and using that knowledge to lead policing forward.

We recommend arriving on April 12th, as the course will begin at 8 am on April 13th. The course will conclude around 5 pm on April 14th. Most attendees plan to travel home that evening, but you're welcome to extend your stay if desired.
