The Executive Leadership Institute (ELI) is a signature partnership between the California Police Chiefs Association and the Drucker School of Management at Claremont Graduate University, created to develop the next generation of law enforcement executives. CPCA brings a deep understanding of policing and the realities facing today's leaders. Drucker brings academic rigor, research, and proven management frameworks.
ELI brings the two together. The result is an immersive executive experience that challenges participants to step outside the day-to-day, broaden their perspective, and apply new ways of thinking to the complex work of leading a modern policing organization.
Two Organizations. One Leadership Experience.
From its inception, ELI was intentionally designed to be different from traditional law enforcement training. Throughout the program, academic concepts are examined through the lens of policing, while the profession is challenged by research and perspectives from outside it. Participants learn from both academic faculty and experienced practitioners, connecting leadership theory directly to the realities of executive policing.
Neither side alone is ELI. The partnership is the program.

Grounded in the leadership principles of Peter F. Drucker, the program explores what it takes to think strategically, navigate change, make better decisions, and build organizations positioned for long-term success.
Some of the most valuable learning also happens beyond the classroom. Participants move through the experience alongside a cohort of fellow executives who understand the pressures, responsibilities, and opportunities that come with leadership in policing, creating relationships and a professional network that continue long after ELI concludes.

This non-refundable $1,000 deposit is required to reserve your place in the 2027 Executive Leadership Institute at Drucker (ELI). This deposit secures your spot in the program and will be applied toward your total tuition.

After paying your deposit, you will receive a link to complete your ELI application
Step 3: Application Review & Approval
CPCA staff will review your registration to verify your eligibility based on the following criteria:
- Must be at the rank of Lieutenant or above.
- Civilian managers are also eligible to apply.
- Must have a bachelor’s degree.
You can expect to hear from us regarding your application status within five business days.
At the time of application, you will have the option to pay by credit card, ACH, or invoice. Please note that payment for tuition does not guarantee acceptance into the program. A nonrefundable $1,000 deposit will be due at the time of registration.
If CPCA staff determines that you do not meet the eligibility requirements, your registration will be canceled, and you will forfeit your non-refundable deposit.
